Why We Exist

WHPC is the successor entity to the Wisconsin Housing Preservation Trust (WHPT). In 1994, WHEDA created the Trust for the purpose of preserving affordable rental housing when at the time, owners of Section 8 housing were beginning to opt out of the program.

This meant that the State was losing units with affordable rent due to market factors. very low rent/income units to the marketplace. WHPT became WHPC in 2001 and entered a period of growing the corporation from a small asset size to where it stands today, with over $690 million in assets, preserving more than 9,400 units of affordable housing.

WHPC has a strong mission and dedication to ensuring that Wisconsin has a supply of affordable rental units. Many of our properties to date have been acquired from sellers that understand and believe in our mission and know that we are a good fit and an owner for the long term.

Today, we are the largest owner of affordable rental housing in the State, and we ensure that approximately $40 million of annual federal rental subsidies are received to support residents with very low incomes. We also offer quality, stable housing for those that have limited options. We know that stability in housing allows residents to have more security and opportunities for their lives and future.

What We Do

We believe access to affordable housing is a fundamental human right that recognizes the life and dignity of every person. WHPC integrates acquisition, development and management services to address one of the most significant problems facing the U.S. today: the lack of safe, affordable housing for vulnerable populations.
