Biography
Mary is President of WHPC and responsible for the leadership and management of assets. With her guidance, WHPC owns over 160 developments with over 8,565 units in Wisconsin.
Prior to joining WHPC, Mary had several executive-level positions in the commercial banking industry at Wells Fargo Bank and Johnson Bank in Madison, Wisconsin where she was responsible for business development, client relationships, loan and bond portfolio management, client financial solutions and building bank reputations in the marketplace. As Director of Multifamily Housing at WHEDA, Mary was responsible for lending, tax credit allocation, managing credit risk, asset management and contract management.
Mary serves on several boards and committees including Journey Mental Health Center, National Leased Housing Association, Access Community Health Centers and Wisconsin Women’s Business Initiative Corp. She is a member of TEMPO and the Downtown Madison Rotary.
Mary earned a B.S. in Business Administration/Finance from University of Wisconsin-La Crosse, a Graduate School of Banking Degree from Southern Methodist University and completed The Executive Education Program through the Wisconsin Business School at University of Wisconsin-Madison.
Biography
Mike is the Chief Operating Officer for the Wisconsin Housing Preservation Corp. His team oversees the asset management, property management, resident services, construction, and development initiatives for the organization.
Prior to joining WHPC, Mike served as President of Hovde Properties, LLC from 2008 to 2019. In his role he had full P&L responsibility for Hovde’s current real estate investment portfolio, including sourcing all new development initiatives while leading a staff of 35 real estate professionals responsible for self-managing all residential, office, and commercial properties consisting of over 1.5 million square feet.
Preceding Hovde, Mike was the Director of Real Estate and Portfolio Manager for Hendricks Commercial Properties (HCP), the full-service real estate investment and development arm of ABC Supply Company, Inc., a privately held building material wholesaler.
Mike is currently a member of the Middleton Planning Commission and chairs the city’s Workforce Housing committee. More recently he served as the Board President and Campaign Chair for the United Way Blackhawk Region and Property Committee Chair for the Stateline YMCA.
Mike received an MBA in Finance and Management from the University of Houston, a BS in Civil Engineering from the University of Illinois, and a BA in Physics from Augustana College. He is a licensed Professional Engineer and Real Estate Salesman in the State of Wisconsin. He enjoys playing basketball, golf, waterskiing, snow skiing, snowmobiling, hiking, furniture building, home renovation, Harley touring, and vacationing with his wife, daughters, and extended family.

Joe is the Chief Financial Officer for Wisconsin Housing Preservation Corp., a nonprofit affordable housing owner and developer with over 8,500 units throughout the State of Wisconsin.
In this role, he leads a team that oversees the property, corporate, and consolidated accounting for the organization. He is also responsible for information technology at WHPC, including major systems for property and organization management.
Joe received an MBA from Quinnipiac University in Hamden, Connecticut and a BA in Accounting from the University of Wisconsin-Madison.
Biography
Lee R. Ferderer is Vice President – General Counsel. Lee provides legal advice on governance, general corporate and real estate transaction matters. Lee also oversees WHPC’s risk management requirement and is a member of WHPC’s investment committee which reviews and approves acquisitions, refinancing, and new development opportunities.
Prior to joining WHPC, Lee served almost ten years as CEO of The Fiore Companies, Inc., a privately held commercial real estate and diversified investment company.
Lee earned a J.D. from the University of Wisconsin Law School. He also has an M.B.A. in Finance, Investments and Banking and a B.B.A. in Information Systems Analysis and Design from the University of Wisconsin. Before returning to law school, Lee was a Marketing Representative for IBM Corporation.
Lee is member of the Wisconsin Bar. He also holds an active Wisconsin real estate brokers license. Lee is a past president of Blackhawk Country Club and has served on the board of directors for McAllen Properties, Inc., a Madison-based real estate investment company, and on the advisory board for North Central Group, a multi-state hotel developer, owner, and operator.
Lee enjoys outdoor activities, especially golf, hiking, running, and spending time at the lake cabin with his wife and son. Lee is a nationally licensed soccer coach (USSF A license) with decades of coaching experience, including as a member of the University of Wisconsin Men’s Soccer coaching staff from 2002 to 2007.
Biography
Nicole Perry-Besley is the Assistant Vice President-Asset Management for WHPC. Her team oversees the WHPC portfolio, working closely with our Property Management partners to monitor the physical and financial health of each and provide guidance and strategies for improvement where needed.
Nicole got her start in the Tax Credit industry in 1992 as a Compliance Specialist, at a Wisconsin-based development company. While there, she developed and marketed tax credit compliance software to be used by owners and State Monitoring Agencies, developed, and conducted training sessions for tax credit compliance software customers, co-authored the compliance manual and compliance monitoring forms and earned industry related HCCP and COS designations.
In 1996 she was recruited by a large national tax credit syndicator to assist in bringing their Asset Management responsibilities inhouse—including hiring the team and establishing the policies and procedures for operation. While there she Asset Managed a portfolio of over 6,000 tax credit units nationwide, representing over $100 million in tax credit equity.
In 2003 she and a partner started an Asset Management Consulting Firm, the Holland/Perry Group. The next year, with a third partner, they formed a development consulting company that worked closely with Housing Authorities, Tribal entities, and other non-profits to rehab and/or build new affordable housing in their communities. Over the next 18 years they were awarded over $200 million in Federal and State Tax Credits as well as another $30 million in soft funds, including Federal Home Loan Affordable Housing Grants; HOME Loans and HUD Capital Fund Financing.
In 2021 Nicole joined WHPC as an Asset Manager, with her primary responsibility the Rural Development portfolio. In 2024 she was promoted to her current position.
