Our commitment goes beyond bricks and mortar; we work to ensure residents have access to services and support giving them opportunities to build fulfilling lives. Keeping residents stably housed, promoting healthy living, and empowering individuals to achieve personal and economic growth are central to our mission.
To advance these goals, WHPC established the Enriching Lives Committee—a cross-departmental team dedicated to finding innovative, resident-centered solutions. This group meets regularly to explore new ideas that enhance our resident reach and deepen our impact across the portfolio. The committee operates with three strategic priorities in mind:
Health, Wellness, and Community
Health, wellness, and community are vital to our residents’ prosperity. WHPC prioritizes physical and mental health when we consider our building features. We create opportunities for social connections and link our residents to emotional support and wellness programs.
Education and Advancement
WHPC supports opportunities for individuals to flourish. Encouraging education, providing access to technology, and collaborating with community partners are ways we empower our residents to achieve their goals and make their own successes.
Stability
A stable environment is critical for individuals and families to thrive. Access to safe and affordable housing is the foundation of this. WHPC works hard to ensure our residents keep a roof over their heads and have the best possible chance to reach independence.

Resident Service Programs
WHPC offers many resident service programs designed to support individuals and families in achieving stability, independence, and improved quality of life. Through these programs, residents have access to dedicated staff who connect them to resources that address their unique needs and help foster long-term success.
Family Self-Sufficiency (FSS) Program
The FSS program helps HUD-assisted families work toward financial independence over a five-year period. A dedicated coordinator provides one-on-one support, helping residents set personalized goals and build skills. Participants also earn escrow savings as they increase their income, offering a financial boost as they reach their milestones.
HUD Multifamily Service Coordinator (MFSC) Program
The MFSC program places service coordinators at WHPC’s HUD-assisted properties to support over 3,000 senior and disabled households. Coordinators offer health and wellness programs such as meal deliveries, fitness classes, tech support, and mental health education—all designed to promote independence and quality of life.
Rural Development Service Coordinator (RDSC) Program
The RDSC program provides remote support to around 500 households in RD-assisted properties. Coordinators are available during business hours via phone, email, and teleconferencing, and make several in-person visits each year. This flexible model ensures residents receive reliable access to services and ongoing support.

WHPC is committed to building strong community partnerships that enhance how we support residents across our housing portfolio. These collaborations connect individuals and families with vital services, resources, and opportunities that promote stability, well-being, and growth. By working alongside local organizations, service providers, and government agencies, we’re able to provide more responsive, tailored support that meets the specific needs of each community.
Through these collaborative partnerships, our residents have a greater opportunity to make connections and create a network of support. Together, we are creating communities where residents have access to education, employment support, healthcare, and other essential services — strengthening not only individual outcomes, but ongoing success of our communities as a whole.
